Do you ever get  scared when you feel like everything you've been taught, everything you believe, right down to who you think you are, might be wrong? -Anna does.

In the future everyone lives forever. Scientists 'working with Mother Nature' found the answer they say. But to keep the world from over population there are no 'Legal' children, there are only 'Surplusses' -children born illegally and taken from their parents to learn to work for Legals to make amends for their parents sins, without the gift of imortality.

When Peter, a newly caught, teenage Surplus is brought to Anna's Surplus Hall, he refuses  to be named Surplus Peter. He refuses to learn to be good, quiet and obedient. He refuses to be invisible.

He's there to turn things upside down for Anna and she doesn't like it.
